Note that this is the 4th rescue incident in the same spot There had been another problem in the last week of September when the ferries weren't running and the weather was bad. A number of hikers coming from Sougia got to that nasty section around 9pm .. in the dark. You could see their flashlight...

As of last week there was no replacement for the Neptune. So there would not be an 8:30 departure from Ag Roumeli. The earliest ferry would be (currently) the Samaria, coming from Paleohora/Sougia around 10:30. It also does not appear to be holding to the 11:30 departure, sometimes leaving earlier. ...

Indeed, some of the keel looked to be rotting wood. This was easiest to see where the rudder housing had been separated from the stern. It does not look like an easy or quick fix. Much of the keel has been damaged, bow to stern.

OK, that would make some sense. I do have experience with buses waiting at crossroads, trying to merge into speeding highway traffic -- or watching trucks pull into traffic and let the cars figure out what to do. ;)

You will have to contact Anopoli rooms and ask what they charge. I'd assume something, but probably less expensive than a freelancing shephard. They charge in the region of €50 (last time I checked).
